Babies born to VERY petite women at higher risk

According to this study done in India, babies born to women under 57 inches (4'9"), have a 70% higher chance of dying before the age of 5 (especially compared to women who're 63 inches tall (5'3")). I've known that shorter women, especially those who're below 4'10" are more high risk when it comes to pregnancy, but I never thought that it would apply to their babies, too. However, since the study was done in India and not, say, Japan or Canada, perhaps it has to do with poverty levels as well.
